Certification bodies play a critical role in upholding trust and credibility within the global standardization framework.
According to ISO/IEC 17021-1, certification of management systems must be conducted by independent third-party organizations that provide impartial, objective, and consistent conformity assessments.
The independence of certification bodies is not just a procedural requirement — it is the ethical foundation of the entire certification system.
A certification body must be free from any commercial, financial, or organizational influence that could compromise its impartiality. It must not hold interests in the entities it certifies, nor be governed by organizations that could benefit from its certification outcomes.
Unfortunately, in both international and domestic contexts, some organizations claim to be “NGOs” yet fail to operate as genuine third-party bodies.
These groups often consist of industry members or associations containing multiple interested parties — including entities that are directly involved in the industries they claim to certify. Such arrangements create conflicts of interest and violate the core principles of ISO 17021 and professional ethics.
True conformity assessment requires distance — structural, operational, and financial — from those being assessed.
Only by maintaining strict independence can certification bodies provide reliable, credible, and globally respected assurance that management systems:
a) conform to specified requirements,
b) consistently achieve their stated policies and objectives, and
c) are effectively implemented.
